Turns out neighbor tricking with Spooky Effects has yet to be rolled out to all farmers. Here is what FarmVille Community Manager Stumpgrinder posted on Zynga's Official FarmVille Forum:
"Howdy farmers!
We are slowly rolling out the Tricking portion of the Halloween Trick or Treating feature. This involves being able to Trick out portions of your neighbors farms with cobwebs (and ghost their farm animals), which is free. We have not rolled out this portion to the majority of you just yet.
The other part of this is a new Market item, the Spooky Effect, which you can purchase for 2 Farm Cash. This item is for use on your own farm only and lets you Trick up one item (a barn, tree, fence or animal) per purchase. This part is now live for everyone in the Market.
We anticipate on rolling this out full soon, however, so please stay tuned and we'll post an update when this happens.

Hopefully, the Trick feature will be introduced to all farmers soon, so everyone can join in the Halloween mischief!
