Fertilize All is under the 'Upgrade' market tab and costs 7 Farm Cash. It is only good for one use, on whatever crops are unfertilized when you apply it.
If you don't want to spend your hard-earned FV cash on this, don't worry--fertilizer can still be earned from Bee Hives. Friends can also still fertilize your crops when they visit your farm.
